Expresses that something is not always true, there are exceptions.
📚Examples
値段は品質の目安にはなるけれど、高いものが必ずしもいいとは限らない。
Nedan wa hinshitsu no meyasu ni wa naru keredo, takai mono ga kanarazu shimo ii towa kagiranai.
Price can be a guide to quality, but expensive things are not necessarily good.
他人からは羨ましがられるけれど、有名な人が必ずしも幸せとは限らない。
Tanin kara wa urayamashigarareru keredo, yuumei na hito ga kanarazu shimo shiawase towa kagiranai.
Even though they are envied by others, famous people are not necessarily happy.
勝負の世界は厳しいから、毎日努力すれば必ずしも成功するとは限らない。
